COMMISSIONING GUIDE / HS-3411

The plan ends.
A person begins.

A good brief describes an act, a boundary and a stopping point.

A USEFUL COMMISSION

“Look at the seal.”

At Rotterdam depot C, compare the container seal number with the reference on the task. Record what you can see. Do not open the container. Stop if entry is refused.

Act
Visual inspection
Duration
Up to 30 minutes on site
Payment
€28 for the visit, including a mismatch report
Evidence
Written observation; photo only with permission

Before anyone leaves.

  1. Name the location and a human contact.
  2. Describe the agreed act and what must remain untouched.
  3. State duration, expenses and payment for a failed access attempt.
  4. Choose evidence that does not expose bystanders.
  5. Say what should make the person stop.
  6. Obtain the person's acceptance.

Handset carries the task reference. Receipt records a handover or an observation. Attest can certify an agreed human act; none of these guarantees that an agent's initial assumption was correct.
